Broke a police officer’s nose with a headbutt

A patient handcuffed and restrained in my ED attacked staff then broke a police officer's nose with a head butt. Stronger (but safely applied) restraints were denied. Any charges brought by practitioners are usually dropped without knowledge of practitioners.
