
Dr. Todd Parker is Associate Vice President and Executive Medical Director of Riverside Health’s Integrated Care Command Center (IC3), where he leads system-wide initiatives focused on clinical integration, patient flow, and operational performance across a multi-hospital health system.
After graduating from the University of Notre Dame, Dr. Parker spent 10 years as an F-14 pilot in the United States Navy before pursuing medicine. He earned his medical degree from Eastern Virginia Medical School and completed a surgical internship and Emergency Medicine residency at Naval Medical Center Portsmouth. During his Navy medical career, he served as Emergency Department Senior Medical Officer, Assistant Department Chair, and Department Chair before retiring from military service in 2014.
He joined and became a partner in a democratic emergency medicine practice, then joined Riverside Health to pursue leadership opportunities. He served as the inaugural Medical Director of the Patient Transfer Center and helped design and launch the Integrated Care Command Center. Under his leadership, IC3 has expanded to include transfer center operations, bed management, transportation, NurseLine, telehealth, centralized telemetry, virtual patient monitoring, virtual nursing, and system-wide EMTALA oversight. He is a frequent regional and national speaker on EMTALA, emergency medicine, healthcare operations, patient flow, and medical regulatory issues.
Dr. Parker served on the Virginia College of Emergency Physicians Board of Directors for 10 years and is its Immediate Past President. He led successful advocacy efforts involving Medicaid reimbursement, physician staffing requirements for every emergency department, workplace violence protections, and out-of-network reimbursement reform. He also serves on the NEMPAC Board of Directors, previously served on the ACEP Reimbursement Committee and the Emergency Department Accreditation Board of Governors, and currently serves on a Virginia task force modernizing the state's medicolegal process.
Dr. Parker credits his greatest accomplishments to the unwavering support of his wife, Joanne, and their children, Jessica and Ben.
