Senior Manager, Quality Measures

BASIC FUNCTION

Plans, directs, and evaluates the activities and staff by developing, recommending, and implementing goals, objectives, budgets, structures, and operational procedures for the Quality Measures. Oversees development and implementation of a comprehensive quality measure programs to achieve the strategic objectives of ACEP and to elevate department objectives in order to execute and achieve assigned goals and deliverables. Develops and maintains the comprehensive business plans, budgets, project workplan; oversees quality control; builds partnerships across healthcare organizations and seeks new opportunities. 

Characteristic Duties and Responsibilities

  1. Provides project management and oversight to ensure timely completion of project objectives and deliverables including developing project plans, communicating with key stakeholders and driving the execution of diverse projects while coordinating the efforts of project staff members and third-party contractors or consultants.

  2. Monitors progress of multiple projects, collaborates with funding agencies, and works with department staff, and physician leaders to develop appropriate reports and deliverables for funded projects to assure timely and efficient completion of projects.

  3. Manages and facilitates workgroups, task forces, committee and section outreach and related responsibilities to maximize interaction with physician leadership.

  4. Manages and oversees all aspects of quality performance measures including measure development, testing, measure maintenance, measure self-nomination, measure harmonization, licensing, grants, data requests, statistical evaluation, research, and defending.

  5. Oversees the implementation of Quality Measures, as well as, development, maintenance, testing, and approval.

  6. Serves as a liaison between ACEP, CMS, measure development/maintenance subcontractors, and other funding agencies in conjunction with AED of Quality, Director of CEDR, and AED of Clinical Affairs and Public Affairs.

  7. Interfaces and maintains positive working relationship with ACEP staff, members, consultants, and contractors to gather and assimilate data for reports and reviews of deliverables, ensuring properly detailed records are maintained.

  8. Provides support for funded projects including drafting, editing and proofreading reports and correspondence; creates, develops, and maintains project databases and spreadsheets; and processes invoices and requests for payment.

  9. Prepares and reviews measure information for annual QCDR self-nomination and updates it throughout the year based various reviews, recommendations, and user experiences.

  10. Provides oversight on data projects related to Quality Measures, including data requests, data platform compliance, analytics, statistical evaluation, Predictive Modeling, Augmented Intelligence, Crowdsourcing, Blockchain technology, reporting, publications, presentations, and customer support.

  11. Manages research and special projects related to Quality Measures data, analytics, information modeling, and quality improvement.

  12. Research and identify opportunities for funding support of ACEP Quality Department Programs (MACRA Measure Development Co-Operative Agreements, Measure licensing, measure testing, NIH/NIDA, ASPR, and CDC Data Infrastructure and Measures grants, etc.).

  13. Works with other ACEP departments (specifically Clinical Affairs, Educational Meetings, and Grants) to prepare and submit the necessary documentation required for funding opportunities, such as, grants, task orders, IDIQ, and BPAs.

  14. Manages meeting planning and logistics for on-site and out-of-town meetings involving representatives of ACEP, other stakeholder organizations and government agencies.

  15. Creates presentations, web content, and support booth and virtual participation for meetings, conferences, and webinars.

  16. Develops, reviews and monitors department budgets, subcontract awards, and agreements. Makes recommendations regarding needed actions. Manages vendor relationships, deliverables, compliance, and invoices.

  17. Attends business and educational meetings as assigned.

  18. Manages relationships with CQMC, ECQMC, NQF, The Joint Commission, Choosing Wisely, and provides administrative support to ECQMC.

Required Education and Experience

  1. Bachelor’s degree or equivalent related experience
  2. Minimum of five years project management, people management, grants management, or contracts management experience
  3. Experience managing multiple priorities.
  4. Project management software experience such as Agile or Microsoft Project.
  5. Understanding of Healthcare Quality Measures

  1. Strong verbal and written communication skills
  2. Experience with a medical society, non-profit or association
  3. Coursework in health policy, health administration, health services, public health, public administration, public policy or a related field preferred
  4. Ability to adapt to changing priorities and schedules.
