NEMSQA Measurement and Operations Manager

BASIC FUNCTION Managing Editor for PEER and EM Modules. Manages the development and production of digital educational products.

Characteristic Duties and Responsibilities

  1. Manages and directs all aspects of quality measure development for the Alliance.

  2. Provides subject matter expertise and directs the measure development projects through the Alliance’s measure development lifecycle, with support of the NEMSQA Measure Development Committee and Board of Trustees.

  3. Facilitates national-reaching call for measure concept and public comment surveys during measure development.

  4. Conducts environmental scans to search for existing measures and leads Measure Development Committee in prioritization of measure concepts.

  5. Leads measure harmonization efforts with external entities who own measure concepts similar to those of NEMSQA’s.

  6. Conducts literature and guideline reviews, develops scoring mechanisms, and ensures Research Workgroup(s) determine direction of evidence.

  7. Assembles Technical Expert Panels (TEPs) for measure development projects and leads panel discussions during measure specification meetings.

  8. Provides subject matter expertise in the development of electronic measure specifications, including technical artifacts, HQMF human readables,

  9. Conducts feasibility, reliability, and validity testing on measure concepts using data from testing partners and presents the results to TEPs.

  10. Creates and maintains standardized documentation for measures, including measure worksheets, clinical quality measure flows, measure narratives, pseudocode, and measure summaries.

  11. Monitors national programs, such as CMS’ Emergency Triage, Treat, and Transport model (ET3) and Merit-based Incentive Payment System (MIPS), for changes as they may impact NEMSQA’s measurement program and provide opportunities for pay for performance for EMS.

  12. Provides subject matter expertise for and manages the submission of NEMSQA measures to the National Quality Forum (NQF) for endorsement consideration or maintenance of endorsement.

  13. Ensures existing NEMSQA measures are properly maintained and by executing the measure development process on an annual basis.

  14. Works with the National EMS Registry (NEMSIS) and EMS technical vendors to ensure measures can be implemented.

  15. Manages NEMSQA Board of Trustees and Committees, which includes scheduling meetings, taking meeting minutes, following up on action items, and managing annual objectives.

  16. Manages NEMSQA’s finances by maintaining an internal financial ledger, managing banking information, and managing payables and receivables.

  17. Manages contracts for quality measure development, including project management, contractual management, financial management, and compliance.

  18. Manages the NEMSQA website by manually updating the webpages and uploading documents as needed.

  19. Works with external contractors, such as legal and finance, to ensure Alliance operations are in order.

  20. Develops marketing materials, Alliance newsletters, email marketing announcements, and related materials and distributes accordingly throughout Alliance membership or nationally within the EMS community.

  21. Manages NEMSQA membership, which includes developing and stewarding the corporate supporter program, ensuring each supporter receives their level of benefits.

  22. Seeks funding opportunities for measure development projects.

  23. Perform other duties as assigned by supervisor.

Required Education and Experience

  1. Bachelor’s degree in Healthcare, Public Health, or related field or equivalent experience.
  2. Five years of project management and administration experience including writing reports, expense/budget monitoring, interactions with internal and external stakeholders, accommodating multiple and shifting priorities.
  3. Health IT related knowledge/skills such as electronic medical records, medical coding nomenclatures, such as SNOMED, ICD, CPT, LOINC, or RxNORM
  4. Experience in the healthcare quality measurement environment and related organizations.
  5. Experience with clinical quality measure development, testing, implementation, and/or endorsement.
  6. Computer skills, including familiarity with Microsoft Word, Excel, PowerPoint, and analytical programs such as SAS, SPSS, or R.
  7. Communications and presentation skills, including facilitation of meetings with executive leaders and technical teams

Other Desired Qualifications

  1. Experience with the development of electronic clinical quality measures in Clinical Quality Language (CQL), preferably using the CMS Measure Authoring Tool.
  2. Ability to handle full range of delegated tasks, work independently, exercise good judgment, prioritize tasks, display strong personal initiative, and follow through in all areas assigned with attention to detail and timeliness
  3. Ability to adapt to shifting priorities and schedules
  4. Ability to build, establish and maintain effective working relationships with internal and external stakeholders
  5. Excellent communications skills both written and the ability to communicate orally
  6. Cooperative, tactful and able to work under pressure
  7. Dependable, responsible and resourceful
