I recently heard that the EU was considering a version of the USMLE (and had contacted NBME) for an EU standard exam so that physicians would be more internationally certified.
Let me say this again in a different way.
At present, physicians and other workers may seek employment across EU boarders. But employers want to be sure that a physician trained in one country is equivalent to a physician of the same level of training in another country, and at present, there are no standard, pan-European medical school exit exams that I know of, nor any standard specialty examinations that are pan-European.
If any of you have any knowledge of this topic, any articles (references) that address this, I would be most grateful if you would make me aware of them.

I also found this Canadian Medical Association Journal article from 2009, but it makes no mention of the precise situation you describe (based on my reading, the impression at the time was that they were nowhere near to accomplishing something like that)
